If it does, just click 'yes' and they will download and then you will automatically connect. If you do not get this prompt, you could contact the owner of the server. A lot of the freeze tag servers are run by clans so you can just go to the website for that clan and request/download the file(s).
It's wierd if it's not prompting you to download though - it should. You may want to look into reinstalling quake to avoid the hassle of contacting all these server admins... I don't remember seeing an option anywhere to stop prompts from servers.
